The Financial Stability Board (FSB) has highlighted the following:
- Cross-border stablecoin oversight: The FSB cautioned that mechanisms for managing stablecoins across borders "remain immature or are not yet developed." Only 11 out of 28 jurisdictions had established regulatory frameworks for stablecoins as of 2025.
- AI cybersecurity risks: G20 members were urged to support the FSB’s practices for responsible AI adoption in finance, emphasizing the need for continuous attention and careful management by financial institutions due to AI's potential threat to critical infrastructure.
Stablecoin Risks Extend to Traditional Markets
A report accompanying the FSB letter warns of potential stablecoin runs impacting traditional markets through forced sales of reserve assets and bank deposits withdrawal. It also highlights risks associated with multi-issuer stablecoins where redemption demands could concentrate on a single issuer while reserves are held in different jurisdictions.
AI Safeguards Focus on Cybersecurity, Third-Party Risks
The FSB's AI practices cover:
- Organization-wide governance
- AI development and deployment
- Cybersecurity
- Third-party service risks
These measures aim to mitigate sophisticated cyber threats enabled by AI that could undermine the resilience of financial institutions and market infrastructure.
